City council approves high-rise apartment development near hospital

Prince Albert city council voted Monday in favour of a development permit allowing the Peter Ballantyne Group of Companies to build an apartment building near Victoria Hospital. 

The decision was unanimous after a short discussion on the merits of the project, with councillors saying they were pleased to see progress on the city’s housing shortage issues.

“This is another good development to see in our city. We certainly need housing. Peter Ballantyne has proven to be a reliable and good partner for the city in many regards. I’m looking forward to another 54 housing units in Ward 8,” said Coun. Darren Solomon, who represents that ward. 

The project is on the band’s urban reserve land across from the Alfred Jenkins Field House. Some groundwork will begin this month, with hopes of completing most of an underground parkade within the year.

The apartment building is described as a multi-unit high-rise to be built as Phase 1 of a broader four-phase mixed-use residential and commercial development. 

As recommended by the Community Services department, the permit has several conditions attached to it, including that the two sides finalize a development agreement covering levies, service connection charges, site servicing costs, landscaping and other requirements. 

The 2026 development levy is estimated at about $841,603.93, while service connection fees are currently estimated at $66,000. A proportional share of site servicing fees tied to existing infrastructure improvements along 10th Avenue West and 28th Street West has not yet been determined.

“No concerns have been raised regarding the proposed development that would prevent the project from proceeding,” administration wrote in its report to council. 

It added the developer is preparing for summer construction beginning in mid-June so that “the substantial concrete work required for the underground parkade is completed prior to winter conditions.”

Administration said the project aligns with the city’s strategic goal of encouraging development and building economic partnerships. 

“It is critical that the city work closely with our First Nation partners to move these projects and initiatives forward for the long-term benefit of many,” the report said. 

PBCN was given early support by the city in 2020 when it said it wanted to develop 14 acres of land at the corner of 10th Ave. and 28th St. W.

Other plans for the location include a medical centre that could house a dentist, optometrist, pharmacy and doctors of varying specialties.
