City misses targets on new impound lot

One year after a new vehicle impound lot opened in Prince Albert, the city says it’s been a success so far, although it didn’t meet revenue targets.

A report to city council shows the city did not make as much money as anticipated when the Municipal Impound Lot, or Garage Keeper, first opened. Following the first full year of operations in 2018, the city reported $511,006 in revenues, down $164,994 from estimates.

Expenses for the new lot were higher than anticipated as well, coming in at $233,559, more than $58,000 higher than the $175,000 budgeted.

In total, the city collected $277,447 in profits in 2018.

The city’s Finance Director Cheryl Tkachuk said the city had a few things to learn about operating an impound lot and will do a better job of budgeting revenues and expenses in 2019.

“I know it was a little short of budget expectations, however, for what we went through, I think we did quite well,” she said. “We went through a steep learning curve, so we know a lot of the issues now.”

The 2018 budgeted revenues were based on the number of tows by the Prince Albert Police Service in 2017, the report noted. But that number was lower last year, in part because the newly-formed Combined Traffic Services (CTSS) section required updates to vehicle plate readers. The installation of the new technology took nearly four months, during which time, fewer vehicles were towed.

Vehicle sales and disposal revenues were also down in 2018, the report said.

The city impounded 800 vehicles in 2018 and oversaw six auctions, selling 116 vehicles. The report also said some adjustments to staffing are needed going forward to handle the work of running the lot.

The city has contracted Auto Rescue Towing to tow vehicles.

“I think it’s important for the city to bring in more revenues, so that we don’t have to pay quite as much tax,” Tkachuk added.
