Lower speed limit coming for busy Midtown street

A road in Prince Albert’s Midtown area that runs past a number of homes and businesses, as well as a Parkland Ambulance base, is getting a speed limit change. 

Starting Monday, June 22, the speed limit on 13th Street East from First Avenue to Sixth Avenue will be reduced to 40 km/h from 50 km/h. 

Ward 3 Councillor Tony Head told paNOW the change was prompted by calls from local residents. He added that there have also been a couple of serious collisions on the stretch of road in recent years. 

“I know it’s a mix between commercial and residential, but a couple of the residents on that block had reached out and indicated their desire to have [the speed limit] reduced, with the thought that it will reduce some of the collisions that we were seeing.”

Head said a study showed most people who use that stretch of road are travelling at the speed limit. 

“A few at the 85th percentile were at speeds of 45 and 50, but seven per cent of people travelling on the road were travelling faster than 50 km/h.” 

Between 2014 and 2023, there were 11 collisions on the road. Head said that does not include incidents that were not reported, such as a mirror getting knocked off because traffic is a little narrow or moving a little too quickly. 

“So looking at the data, it did highlight, and the administration agreed, that 40 km/h would be the appropriate way to go on that street, and doing it for the safety of our neighbourhoods and, of course, our children and others who are travelling on that route.” 

Dale Ward, owner of the Culligan Water Store, supports the change. 

“There have been problems here for years,” Ward said. “Crossing the street at certain points is dangerous.” 

Jenna Trawin, co-owner and artistic director at the Performing Arts Warehouse, also supports the change. 

“We do have families that are parking on the road and coming into the studio, so it’s a concern for them crossing the street,” she said. 

A city spokesperson confirmed to paNOW that while other streets are being considered for speed changes, 13th Street East is the only one where action is currently being taken.
