Concerns raised about homeless encampment plan

La Ronge council has a difficult decision ahead when it comes to the creation of a campground for homeless people in the community.  

A public forum was held on Wednesday to give residents a chance to voice their concerns about council’s plan to spend $11,400 to create a designated encampment area complete with signage, portable toilets, garbage receptacles and fire pits. While council has already tabled a motion to develop a space along Finlayson Street, they also identified other green spaces where the campground could be built.  

There were about 40 attendees at the meeting, and it was made clear the majority were not in favour of having the encampment in residential areas. Concerns were also raised about the lack of security and social supports, property value depreciation, the well-being and safety of children, inappropriate behaviour, a potential rise in violence, liability issues, and other negative effects of allowing the creation of a ‘tent city’. 

The majority of the residents did, however, seem in favour of moving forward with the encampment as a trial run. La Ronge RCMP Staff Sgt. Derek Eberle was supportive of the idea. 

“From a policing perspective, these are people. We have an obligation to look after them. Council has taken a step, and it’s the first step,” he said of the year-long trial.

“Let’s try something for a year to see if it helps. I don’t know how you’ll monitor the success of it because it’s not going to be by our numbers because I’m going to tell you our numbers are going to stay pretty consistent with our calls for service.”

Eberle explained the underlying issue with homelessness is alcohol and drug abuse. He noted it is important the town attempts to tackle its social issues, and he appreciates efforts being made on the matter.  

EMS worker Melissa McKenzie also spoke at the meeting. She asked council to consider creating two smaller areas as opposed to one larger space. 

“The ones with alcoholism and substance abuse, they do not get along. If we have them all in one area, we’re going to end up with more problems than we have already as it is,” she warned. 

“They will fight for their territory and their space. If we make one encampment and have everyone who is supposed to be there, it can potentially end up being an unsafe place for anyone.” 

La Ronge council is expected to make their decision at the next regular council meeting on April 27. Mayor Joe Hordyski stated there were good points raised at the meeting, which council will take into consideration. 

“I think it started off with individual concerns, but I think in the end, I felt the community felt taking a small step forward cautiously would be a good approach,” he remarked. 

“We haven’t committed whether we’re going to continue on that same site…that discussion will happen at our table on Monday.” 

Hordsyki added council will continue to pressure the federal and provincial governments when it comes to homelessness, alcoholism and drug issues. He said the community is faced with the situation its currently in due to a lack of services.
