Province signs contract with PCL to construct new P.A. Victoria Hospital

It’s another milestone in the largest major capital project the Saskatchewan Health Authority (SHA) has underway in the province.

PCL Construction Management Inc. (PCL), which led the ‘Design Early Works Phase’ of the Prince Albert Victoria Hospital project, has officially been awarded the design-build agreement. The value of the construction contract is $898 million and is inclusive of the early work agreement awarded through public procurement to PCL in December 2022.

“I am proud that our government is getting this project done and that it is the largest single investment, private or government, in the history of Prince Albert,” SaskBuilds and Procurement Minister and MLA for Prince Albert Carlton Joe Hargrave said in a news release. “This hospital will bring expanded and state-of-the-art service to Prince Albert and the North and will benefit all of Saskatchewan upon completion.”

The project will include a new tower to increase acute care beds by 40 per cent, grow the number of mental health beds and expand the square footage of the emergency department, allowing for more patients to be seen and treated closer to home. The tower, which will be connected to, and directly north of the existing facility, will feature a heliport on the roof and a First Nations and Métis Cultural space that the Prince Albert Grand Council is offering input on.

Significant contributions by the Boreal Healthcare Foundation, including the addition of an MRI and a second CT scanner, will improve access and allow for highly complex diagnostics to occur closer to home for residents in northern communities.

Saskatchewan Health Authority Chief Executive Officer Andrew Will said, “This important project provides the opportunity for the SHA to deliver expanded services for Northern residents in key areas, including intensive care, medical imaging, adult mental health treatment, and children’s and maternal services.”

The design-build agreement includes an option to retain services for phased future renovations to the existing facility.

“On behalf of PCL Construction and the extended Design Build team, we would like to express how proud and excited we are to deliver the Victoria Hospital project for the Prince Albert, Northern Saskatchewan, and Indigenous communities that this hospital serves,” said PCL District Manager Mike Staines.

Construction on the new tower is expected to begin in spring 2024 and is expected to be completed in 2028.
