The Opportunity
The Indigenous and Northern Services Branch within the Ministry is seeking to fill 4 Indigenous Workforce Development Specialist positions in Meadow Lake, Prince Albert, Saskatoon, and Regina. These roles will support First Nation and Métis people in their career journey by helping to prepare and apply for employment opportunities for long term career success, while also assisting employers to attract, recruit, and retain Indigenous talent. As a new branch of the Ministry, the new Indigenous Workforce Development Specialist team will play an integral role in supporting the Saskatchewan Growth Plan, the Saskatchewan Labour Market Strategy, and in advancing the Ministry’s commitment to Truth and Reconciliation.
Reporting to the Director, you will:
- Collaborate with First Nation and Métis community and business leadership and stakeholders to identify priorities, opportunities, existing resources, and barriers to labour market participation;
- Liaise between Indigenous communities and government ministries, agencies, municipalities, and the private sector to link communities with resources, and training and employment opportunities;
- Analyze data, trends, issues, and training priorities of Indigenous communities and corporations in Saskatchewan to prepare high-quality briefing material, presentations, and reports;
- Consult, initiate, and create opportunities to work with employers through human resource planning, identifying staff training needs, and the development of employee recruitment and retention strategies for an Indigenous workforce; and
- Represent the Ministry in inter-Ministry and inter-governmental committees and in discussions with various First Nation and Métis stakeholders to advance labour market participation strategies and initiatives.
Our Indigenous candidates will bring the following:
- Knowledge of current local, Indigenous, and provincial labour market trends and economic issues – especially the Saskatchewan Labour Market;
- Knowledge of the basic concepts and principles of agreement management and the agreement management life cycle;
- The ability to provide clear and accurate information in both formal and informal settings to a variety of people (e.g., First Nation and Métis people and communities, clients, colleagues, service providers, Ministry, other governments, industry) in a manner appropriate to the audience;
- The ability to identify and assess relevant data, trends, and opportunities, consider a variety of options, then determine and implement an appropriate course of action;
- Experience in the support and development of job seekers;
- Experience in facilitation, consultation, and interest-based problem-solving;
- Experience engaging with First Nations, Métis, and/or northern community leaders, business stakeholders and other organizations to identify key priorities, available resources, and barriers affecting Indigenous labour market participation;
- Experience in project and process management, community outreach, communication, and building collaboration and strategic orientation through strong relationships with partners; and
- A university degree or certificate in human services, administration or public policy, business/commerce, project management, or community planning. Individuals who have a combination of experience, education and training are encouraged to apply.
The ability to speak an Indigenous language such as Cree, Saulteaux, Dene, Michif is a valued asset.
