Health region CEO receives raise

A provincially mandated pay scale change for health regions means a significant raise for the CEO in the Prince Albert Parkland Health Region.

Cecile Hunt had her new salary approved at a health region board meeting, Wednesday.

She now earns $263,330 annually, a nearly 60 per cent increase in her wage, retroactive to April of 2010.

“When we decided on her new salary, there was a discrepancy from what she was paid to what she was going to be paid,” said Gord Dobrowolsky, chair of the PAPHR board.

That discrepancy will be made up with a one-time back payment of about $95,000.

The new executive pay-for-performance plan rewards upper management based on their ability to meet targets and goals.

“It is all upper management, now it is the board’s responsibility to set the goals for the CEO. The CEO will set the goals for the VPs but the board is made aware of those goals for her senior staff,” Dobrowlosky said.

Management starts at 90 per cent of their base salary and if they meet or exceed the targets set for them, they can earn their entire salary, but they can also have 10 per cent removed. It’s all based on performace.

The guidelines were set by the Saskatchewan Association of Health Organizations, who bargains on behalf of employers in union negotiations. The organization is also responsible for setting changes for those out-of-scope employees also.

The health regions are responsible for establishing organizational goals and measures for the CEOs and reviewing and evaluating their ability.

Dobrowolsky said he sees this as a positive step for the health region.

“It’s an accountability document and Cecile as our CEO has embraced it and the board has certainly embraced it … because it is a good plan,” he said.
