Prevention Manager

The Position
Reporting to the Director of Well-Being, this position will be a multi-faceted project management approach that primarily will be required to oversee supports under prevention services in six of the STC member nations to transform the historic and discriminatory ‘child welfare system’ to a ‘Child and Family Wellbeing System’ through the Progressive Model. The position will provide leadership and oversee projects related to the development and implementation of multiple programs using project management best practices. Provide support and guidance to the Director in regards to financial management, and Governance House preparation. Manage prevention services within the department. The position will assist communities in identifying and building capacity, training community staff in developing annual plans and reporting processes/standards to ensure positive outcomes and community independence with respect to applicable child and family services legislation, regulations, policies/procedures and projects. The position will also collaborate with leadership across all levels of STC and STC Member Nations to identify opportunities, establish objectives, evaluate the effectiveness and provide status updates on the Progressive Model.
Responsibilities:
- Ensure the successful delivery and management of single or multiple coordinated activities within the scope, quality, time and cost constraints that may be clearly defined through various programs (CFS, Specialized Services and Post Majority Care) terms and conditions.
- Analyze program scopes to make recommendations on estimated time frames and appropriate processes for accomplishing work.
- Identify and schedule program deliverables, milestones and required activities and tasks and prepare the appropriate planning documents.
- Develop and implement program specific plans and ensure continuous, clear, concise and timely communication with respect to decisions and changes.
- Monitor activities, ensuring the currency, quality and integrity of the information, and adherence to approved processes and templates.
- Manage department annual plans to ensure timelines and key milestones are met and in line with objectives and identify obstacles and solutions to challenges.
- Assess and provide assistance as needed into community workplans alongside CFS Directors and Managers to implement activities within the Progressive Model.
- Review personnel workplans and staffing requirements for department activities, iterations or phases, and provide recommendations for recruitment or assignment of project personnel.
- Provide financial management support that include assistance with the development of various well-being budgets, reconciliation of general ledgers and preparing financial reports for stakeholders.
- Work within the confines of the Progressive Model budget to determine quarterly forecasts and appropriate expenditure controls to manage costs by providing recommendations to the Director of Well Being on expenses, purchases, labour and resourcing costs.
- Assist in developing proposals that include purpose, budgets, scopes, indicators and outcomes for programs to support single and multi-year agreements from Government partners.
- Review and create status reports prepared by Post Majority and Specialized Service staff, and modify schedules or plans as required.
- Take part in recruiting, selecting, training and developing new staff as required by providing coaching, mentoring and developing of existing professions with the programs.
- Provide leadership, training, support and direction to staff including coaching and mentoring, communicating performance and client expectations, and standards and ensuring applicable policies, procedures and best practices are adhered to.
- Delegate and monitor work of team members.
- Evaluating employee performance to ensure goals are met and providing timely feedback, assessment of work performance and discipline if required.
- Ensure standards and procedures for project reporting and documentation are adhered to.
- Actively participate in meetings providing status updates to STC Leadership, Senior Management, Board and Director of Well-Being Services, STC Member Nations, or any related meetings/committees.
- Assist in determining an action plan to support the integration of large projects into daily workflow.
- Assist in continued support for the CFS Database development.
- Work with Indigenous Service Canada and Ministry of Social Services teams or other related partners regarding data requests as required and assigned.
- Perform other related duties as defined and assigned by the reporting Director or designate on an as and when required basis.
Education and Experience:
- A completed Bachelor’s degree in business or social work and project management certification.
- Five (5) years of related experience with a demonstrated track record of successful and practical application
- Demonstrated experience managing staff; providing mentorship, coaching and performance feedback with the ability to motivate other sin a collaborative team environment.
- Demonstrated proficiency in Microsoft Excel, Word, Outlook and PowerPoint with an ability to easily learn new software applications.
- Experience working within a governance structure in a community development capacity with First Nations; familiarity with First Nations culture, history is considered an asset.
Knowledge, Skills and/or Abilities:
- Knowledge and understanding of the provincial child and family services legislation, regulations, policies and procedures and the FSIN Indian Child Welfare and Family Support Act.
- Knowledge of Indigenous Service Canada FNCFS terms and conditions and procedural applications of activities and expenditures
- Knowledge of Indigenous Service Canada, Jordan’s Principle approach and mandate to access services and process implementation.
- Knowledge of systemic, societal issues relating to First Nations and the ability to articulate these issues to key stakeholders.
- Knowledge of project management systems, methods, procedures and scheduling tools.
- Proven ability to demonstrate respect while upholding STC’s internal and external partnerships, and the autonomy of our seven member First Nations communities.
- Exceptional verbal and written communication skills, including the ability to establish and maintain effective working relationships.
- Ability to manage, direct and lead staff to the achievement of goals and priorities.
- Analytical, decision making and the ability to recognize challenges, identify causes and provide solutions.
- Dependability: able to work independently, submit accurate documentation, and seek guidance when needed
