Inmate at Sask. Pen has parole revoked, loses appeal
A man who was serving a life sentence for first degree murder at the Saskatchewan Penitentiary has lost an appeal to reinstate his day parole.
Jean Richer was behind bars for the sexual assault and first-degree murder of a woman in 1990 and was given a life sentence with no possibility of parole for 25 years.
Day parole was first allowed in 2020 then revoked and reinstated several times, ultimately leading to Richer asking the Court of King’s Bench to allow him to be paroled, with or without conditions.
The King’s Bench court judge declined to hear the application, saying that the federal government has created a complete, comprehensive and expert procedure for review.
