6th Ave viaduct rehabilitation, user fees part of long list council will consider during budget

A list of possible projects for council to consider during their upcoming budget discussions includes things like rehabilitation of the sixth Ave. viaduct, replacing the air conditioner at city hall and smaller projects like the guardrail at the Alfred Jenkins Field House and buying a new door for the elevator in the Art Hauser centre.

The proposed capital budget for 2026 is $7.3 million with almost $1 million coming from reserves. There is also a debt principal budget at $4.5 million.

While basic agenda items are listed on the city’s website, detailed information is not yet available.

On the operating side of the budget, council will examine items like the revenue, expense and cost recovery for various facilities.

In total, the city spends about $11 million on parks and buildings and earns about one half back through fees.

Of those, the Alfred Jenkins and EA Rawlinson Centre both have a cost recovery rate of about 60 percent while the Crescent Acres Park is the lowest on the list at 27 per cent followed by the Margo Fournier Arts Centre at 31 per cent.

The new Lake Country Co-op Leisure Centre returns about 50 per cent of its cost back to the city in terms of revenue.

An increase of 5 per cent has been added to all rates and fees in the agenda document for next year.

Other fees may also be raised or created.

When it comes to a new practice started in 2024 of charging a non-resident fee to out of town groups, four have not been collecting the fees so staff are recommending an hourly surcharge in order to recover the outstanding amount.

The first of multiple dates that have been scheduled for budget deliberations is November 19, starting at 8 am.
