RCMP confirm potential for more charges in White Star Road carjacking

A spokesperson for the RCMP confirmed on Thursday that while no attempted murder charges have been laid so far in the shooting of Orlan Peterson on October 24, they are not yet done laying charges.

During a digital news conference, Inspector Ashley St. Germaine took questions from media.

“Attempted murder has not been laid as part of our ongoing investigation,” she said. “There could be potential further charges that come down the road.

GIS investigators working out of Prince Albert have tied the October 24 shooting of Peterson, who was working on the White Star Road north of the city at the time, with a previous set of carjackings on October 17 on the Garden River Road and near Little Red River Park.

On Wednesday, police confirmed Angus Heathen and Melissa McCallum were both charged with the first two carjackings in addition to the charges they face for the attack on Peterson.

St. Germaine said that there were four people involved in the shooting attack on Peterson but so far, the identity of the fourth person has not been released.

“Our investigation to date has determined – or we believe – that there were four people that were in the truck at that time that fled into the area in Thunder Rapids. Two were arrested on that initial date. We established that Dallas Fulton was one of these suspects who we’re still trying to locate and the identity of the fourth suspect is still subject to our investigation.”

Of the four people, Heathen and McCallum were caught within hours but Fulton and the fourth suspect have not been sighted since. Along with arrest warrants for Fulton, RCMP and the Prince Albert Police have issued missing persons bulletins for Fulton and Brody Lebel, age 21.

Lebel is listed as last seen leaving a home on the 900 Block of Ninth Street East in Prince Albert on October 23, unlike Fulton who is listed as last seen in the Thunder Rapids area near Tobin Lake on October 24.

RCMP said no charges have been laid to date against Lebel but they believe he has information that can help them with their investigation.

“We’re trying to actively locate him with respect to the missing persons investigation, but we are looking to him speak to him with respect to the active investigation that GIS is carrying at this point,” St. Germain said.

Police have used many methods of searching the area near Thunder Rapids where Fulton and the fourth suspect were last seen and while they are not giving up the idea that he is still in that general area, they also think there is a chance he managed to get out.

“We know he was in that area at some point, but we can’t speculate as to whether he’s left or not. We have searched that are and we will continue to go back there, especially if there were any tips that would indicate he was in that area.”

While the area in question is covered with dense bush or swamp, there are also a number of hunting cabins which could provide shelter.

No information was available as to where the four suspects would have hidden between the carjackings on October 17 and the one on October 24.

Police are still looking at how the four suspects they know about might be connected with other crimes in the rural area north of the city.
