P.A. Construction Association hoping province’s plan to bring back PST rebate will spark home builds

It’s an announcement the Prince Albert Construction Association has been waiting months to hear.

The Government of Saskatchewan announced on Wednesday, during the Throne Speech that kickstarted the legislative session, that they would be bringing back its PST rebate for new home builds.

This refund was previously stopped by the province back in April.

“It had success in the first go around… so, it’s nice to see the province bring that back,” said Dan Yungwirth, president of the Prince Albert Construction Association (PACA).

The rebate will return 42 per cent of the PST that was paid, which comes out to about 2.5 per cent of the total house price. Yungwirth noted it really only benefitted builds in the low to mid price range.

“Someone who was building a million-dollar home wouldn’t see much of a benefit if anything,” he said.

He’s hoping this will spark more construction in the area as there aren’t too many homes in the middle of the road price range being built.

“The type of housing that’s typically being built around Prince Albert is either on the low end of the market, social and subsidized housing, and large custom homes,” Yungwirth added.

The province’s decision comes after the federal government announced they were removing GST charges off new purpose-built rentals. Yungwirth believes both measures will help spur more construction, but more is still needed. In his opinion, he believes municipal governments should look at ways to support new builds.

“Things like development levies and those types of fees that could be reduced or eliminated,” he added.

Meanwhile, those who started a home build during the months that the province’s rebate wasn’t in effect are eligible to receive retroactive pay.
