Province announces construction company to bid on expansion of Victoria Hospital

It’s another big step for the expansion of Prince Albert’s Victoria Hospital.

The province announced Thursday that a modified Request for Proposals (RFP) has started for the expansion and redevelopment of the hospital.

The shortlisted team qualified to participate in the Prince Albert Victoria Hospital Modified RFP is PCL Construction Management.

The design team includes PCL Construction, Kirsten Reite Architects in association with SPRA, aodbt architecture + interior design, and P3A Architecture.

“With a growing population in Prince Albert and northern Saskatchewan, and a need for increased health services, we are happy to see this project moving forward,” Health Minister Paul Merriman said. “The increased capacity will allow more patients to stay close to home while receiving the care they need.”

Prince Albert Carlton MLA Joe Hargrave said he’s grateful to see this progress, given how badly the expansion is needed.

“We’ve got a growing population. With what I see coming in the economy in Prince Albert and area over the next few years, we got that many more people coming into our city and we have to take care of them.”

Hargrave anticipates, that it will still be another two years or longer before the project is finished, with hopes of breaking ground by the spring of 2023.

The shortlisted proponent’s bid will be assessed against a shadow bid developed by an independent cost consultant to assess value and validate current market conditions. SSA Quantity Surveyors Ltd. will serve as the consultant for this procurement.

“The Saskatchewan Health Authority (SHA) is pleased to see this project move into the next phase of development,” interim vice president of Infrastructure, Information and Support with the SHA, Michelle Mula said. “This project will offer expanded services for the residents of Prince Albert and northern Saskatchewan as well as increased patient care capacity in acute care and mental health services.”

If the government accepts PCL’s bid, the company will be awarded the construction of the new tower and renovation of the existing facility. However, if the bid is unsuccessful, the Government of Saskatchewan will own the completed design and may tender the construction through another contractor.

The Prince Albert Victoria Hospital project involves constructing a new multi-level acute care tower, replacing the adult mental health space, and renovating the existing building.

The provincial government is providing 100 per cent of the capital funding rather than requiring local communities to contribute 20 per cent. Instead, the community will focus on fundraising for furniture and equipment needs for the hospital.

When completed, the hospital will have improved and expanded acute care and mental health and addiction services, benefiting the growing population in Prince Albert and northern Saskatchewan.

The results will be announced following the evaluation of PCL’s bid submissions.
