Upgrades planned for off-leash dog park

City council approved a request to make some upgrades such as having bag dispensers and a fence for an off-leash dog park.

Parks and Open Spaces Manager Tim Yeaman was given the go-ahead by council Monday to make improvements to an existing off-leash area near the sewage treatment plant.

“That area is already recognized in the Responsible Pet Ownership Bylaw, we just haven’t developed it or really done much to it,” he said.

Along with dispenser bags, garbage bags will be added and signs showing where leashes are required.

The parking lot near the plant will be improved and trail markers will be placed to show the entrance and exit to the park.

“What we want to commit to doing is enhancing this area and making it more usable to the public,” said Yeaman.

Staff proposed to add fences to the park in some spots but do not want to use industrial style chain link fences. Yeaman mentioned the fence along the playground on Muzzy Drive as an example of what style of fence they are thinking of in order to allow for sightlines.

This off-leash area is larger than 10 acres and is on the east side of the city, adjacent to the river.

A couple of years ago Councilor Charlene Miller put forward the concept that there should be off-leash areas in all four corners of the city.

The plan is to have the parks run along the Rotary Trail that circles the city.

A second location has been identified on the NorthWest part of the city on River Street West between 7 and 8 Avenue, which is 1.3 acres.

The area is currently an open green space and staff have not proposed to do anything with this location yet.
