New base taxes part of 2022 city financial plan

Mar 25, 2022 | 9:00 AM

A new base tax that will apply to multi-unit residential buildings and to homes will be considered as part of the City’s plan to pay for expenses this year.

Council will consider the new base tax along with a 1.8 per cent increase in the mil rate at Monday’s meeting.

Commercial properties could also see a jump in their bills as the proposition includes a tiered base tax for commercial properties.

The city hopes to raise $1.8 million in the new fees.

Each unit of a multi-residential property could see an extra $20 added, while a residential property bill would have another $40 tacked on to the bill.

Snow removal will also be part of council discussions. Staff are recommending that council review the program annually to see if adjustments are needed to make sure the Snow Management Reserve is adequately funded.

2022 has been an extremely high snowfall year with the amount budgeted for snow management at $1.2 million, more than $100,000 higher than 2021.

Staff are also recommending council change the name of the tax from the Snow Management and Infrastructure Base Tax to be just the Snow Management Special Tax, eliminating the ability for the collected funds to be used for infrastructure.

The tax proposal is for $60 per residential lot and $20 per multi residential unit while commercial rates remain the same.

Also in the agenda package is a progress update on the Homelessness Action Initiative which was started to find actual solutions to the City’s homeless situation.

The report was prepared by Dr. Chad Nilson of the Living Skies Centre for Social Inquiry.

Council will meet at city hall at 5:00 pm on Monday.
