West Hill development to proceed

After years of dealing with flooding and millions of dollars in infrastructure investment, the city has rezoned the first section of the West Hill area for residential construction.

On Monday, a special council meeting was held to pass the rezoning by law. Mayor Jim Scarrow said he was happy to finally see it go through.

“We’ve made considerable investments of about $12 million,” said Scarrow.

“We now have all the services needed to take expansion westward and we hope to see things proceed in a nice orderly fashion.”
The land rezoned is between 28th and 32nd Street West, covering several acres. According to plans submitted to the city, there will eventually be both single- and multi-family homes.

Gary Miller, realtor in charge of marketing the area for the developers said the first phase will be a gated-in community of 26 high-end townhouse condominiums around man-made and landscaped storm-water-management lake.

“This will be the first property that’s gated in overlooking a manmade lake,” said Miller.

“I think there’s going to great demand and that it’ll be great for the city. I think people are waiting for something to happen in the West Hill area.”

Despite passing the bylaws, the city still requires certain agreements to be made before actual development can begin.

The city says detailed plans and water, sewer, and other service agreements still need to be made before actual construction begins.

The current bylaw was allowed to pass without those agreements in order for the developer to secure investment.
