Position Description

Employment Outreach Specialist

CCRW RWIP Site Office:Prince Albert, SK located at Multicultural Council of Prince Albert

Hours of Work:  40 hours per work week (52 weeks per year)

Salary Range: $40,000 to $43,680 annually

Benefits: Medical, dental, pension based on CCRW and insurance policies

Reports to:   RWIP National Manager

Contract timeline: December 1, 2014 – March 31st, 2015

Contract term:  Based on successful negotiation and signed agreement with Opportunities Fund, Canada

Scope and Purpose:The Employment Outreach Specialist is responsible for working in a team setting with the Employment Coordinator, focusing on prospecting and securing job placements and opportunities for eligible RWIP clients, liaising with all members of the RWIP team and working one-on-one or group setting with clients in refining and tailoring the individual return to work action plan. The Employment Outreach Specialist coordinates and provides job coaching and employment maintenance for each client as appropriate. Additionally, the Employment Outreach Specialist is responsible to work with Employers providing disability awareness information, presentations, and general business engagement.

Accountabilities: In conjunction with the Employment Coordinator, the Employment Outreach Specialist works toward achieving or exceeding established site targets by the completion of the CCRW RWIP fiscal year end date of March 31, 2015. 

The position continuation is based on outcomes achieved, continued funding of the RWIP project through the Government of Canada and successful reapplication to the program.

The program targets are shared between all 4 program locations and are as follows:

150 Clients Served

150 clients will have achieved enhanced employability

112 eligible clients will have secured meaningful and equitable employment.

8 will have returned to school for higher education

110 sessions/events will be held with employers, of which 130 employers will participate in total

35 new tools/products will be developed

General Duties: The Employment Outreach Specialist works with Employers to ensure accommodations are developed and implemented for clients with disabilities leading to the obtainment of equitable and meaningful work placement through wage subsidy. Able to provide job coaching to support clients in the workplace while communicating and documenting information with employers regarding each client’s job progress. Work in tandem with the Employment Coordinator to place job-ready people with disabilities back into the workforce using a Wage Subsidy.

Prospect, develop and identify appropriate employment opportunities for eligible clients through the RWIP Wage Subsidy model.

Complete detailed analysis of job opportunities based on needs identified by each client and establish a connection with the Employer through Wage Subsidy.

Coordinates and supports job interviews for clients.

Liaise, conduct outreach and market the program with other community agencies/employers, service providers and government departments.

Individually, and in conjunction with the Employment Coordinator, establish, develop and maintain working relationships with employers through employer forums, individual and group presentations with a view to securing placement and employment for participants and promoting the areas such as accessibility, and inclusion.

Comfort in the delivery of Awareness raising presentations, and employment meetings.

In conjunction with the site staff implement a quarterly site action plan designed to achieve and/or exceed desired outcomes.

Development of a Business Advisory Committee (BAC) on behalf of the CCRW RWIP site and the completion of a minimum of one BAC meeting.

Travel as required to complete all aspects of project implementation and client wage subsidy placement follow-up.

In conjunction with site staff the Employment Outreach Specialist will be expected to complete all necessary office details to ensure the effective and efficient operation.

Qualifications:

  • Post-secondary Degree or Diploma in business/administration/public relations/recruiting Human Resources or related discipline or combination or equivalent combination of experience and education
  • Familiarity with and understanding of the barriers experienced by job seekers with disabilities.
  • Proven experience in securing employment placements and implementing Return to Work Plans for persons with disabilities.
  • Knowledge of job accommodations with the ability to troubleshoot and ensure accommodations are successfully implemented in the workplace
  • Strong verbal and written communications skills in English, French or Aboriginal dialect
  • Strong organizational and relationship building skills.
  • Ability to work variable hours is required when necessary as well as reliable and regular access to transportation.
  • Innovative problem solving, organizational, marketing and public relations skills
  • IT savvy relating to Office 365 & MS Office 2013.
  • An awareness of cross-cultural sensitivities and issues.
