VIDEO: Regina police officer in video working through repercussions

The chief of the Regina Police Service doesn’t think the release of a video showing an officer kicking a man in May 2012 changes anything.

The video was released by a judge on Thursday. On Friday, Chief Troy Hagen said he wouldn’t comment on the video.
 
“The justice had cautioned everyone, and I respectfully suggest the media as well, that this is still before the courts. So I don’t think it would be, it would not be appropriate to talk about the specifics of the evidence right now,” said Hagen.

The surveillance video shows a police officer kicking a man who was approaching him, causing the man to fall backward and hit his head. Cst. Robert Power was charged in the incident.
 
The criminal charge against Power was assault causing bodily harm. He was originally convicted of the charge and sentenced to probation, but the conviction was eventually overturned. The overturned conviction is currently being appealed.
 
In The Police Act charge, it was argued Power used excessive force in the altercation. He was dismissed from his job in March 2013 when Hagen decided he was “unsuitable for police service.”  In December 2014, Power was reinstated to his position with the police service when his appeal of his dismissal was allowed by the Saskatchewan Police Commission.

Hagen said the court and the hearing officer had made their decisions. And while the criminal decision is being appealed, he won’t speculate on what could happen if it is, in fact, overturned.
 
Power is back on the job, patrolling with the community services division. Hagen said Power is treated just like every other officer and that it would be inappropriate right now for anyone to hold a grudge.
